Abstinence-only sex education is a form of sex education that emphasizes abstinence from sex to the exclusion of all other types of sexual and reproductive health education, particularly regarding birth control and safe sex. This type of sex education promotes sexual abstinence until marriage and either completely avoids any discussion about the use of contraceptives, or only reveals failure rates associated with such use.
In the early 2000s the morality of premarital sex has become a politically divisive issue in the United States, since counselling against premarital sex is the cornerstone of abstinence-only sex education, a program advocated by former president George W. Bush and many conservative members of the United States Congress. The policy is opposed by groups such as Planned Parenthood and many liberal and progressive members of Congress, and the debate over abstinence-only education has brought the issue of premarital sex to the forefront of the Culture Wars.
