Optimism is a moral duty is a dictum often attributed to Karl Popper, and while it is central to his thought, it cannot be found literally in his writings. It is usually pointed out that the dictum is by Immanuel Kant, from his text "Perpetual Peace: A Philosophical Sketch", although it cannot be found there either.
